China's National Energy Administration Releases the Energy Sector Energy Conservation and Carbon Reduction Action Plan (2026–2028)

On July 10, 2026, China's National Energy Administration (NEA) officially released the Energy Sector Energy Conservation and Carbon Reduction Action Plan (2026–2028), outlining key objectives and priorities for advancing the country's green energy transition over the next three years.
The Action Plan emphasizes the accelerated development of advanced energy storage systems, including long-duration energy storage, while further improving renewable energy integration. It also supports the expansion of large-scale solar and wind power projects and promotes innovative energy solutions such as direct green power supply, smart microgrids, and integrated source-grid-load-storage systems.
In the industrial sector, the plan encourages the development of zero-carbon industrial parks, zero-carbon factories, and green industrial microgrids. It also promotes the integrated application of solar power, wind energy, advanced energy storage, hydrogen energy, and other clean energy technologies to accelerate industrial decarbonization.
In addition, the plan highlights the coordinated development of renewable energy bases and computing infrastructure, aiming to increase the consumption of green electricity and strengthen the integration of clean energy with emerging industries.
By 2028, China aims to further increase the share of non-fossil energy consumption, creating significant growth opportunities for the renewable energy, energy storage, and green technology industries while supporting the country's carbon peaking and carbon neutrality goals.
